Yes, That is how this works (I've always had it that way). I think all of us want that, especially if you "live in Outlook" ... you want all messages from you main email accounts to funnel into Outlook (whether you might have had an early peak at them on your iPhone or not)...

You can see what is currently inside your Apple-ID's iCloud account (without syncing anything) by logging-in at icloud.com .
