Folders shifting around in Outlook 2013 and 2016

Having an odd issue with one email account... Background: Using Hosted Exchange via Rackspace. Server is Exchange 2010 Outlook versions affected: 2013 & 2016 Both are running the latest updated versions. I have 2 users accessing the same email account called 'compliance'. One is on OL 2016...
