exchange 2003 sp2 intelligent message filter

hopefully a quick query re. configuration of the Intelligent message
filter on Exch 2003 sp2

the desired configuration (while we test) is for all messages to be
tagged with the SCL, but not to be blocked at the gateway.

would seem that we use the "when blocking messages" = No Action

then to use the threshold = 10 (highest)

BTW - would i be right to say that with this the gateway threshold
becomes irrelevant, as all messages would be tagged but just forwarded
to the message store ?

I agree with your settings and the belief that the gateway threshold is
irrelevant, but I'm cautious and would also set it to 10 for testing.
