How do I create macros in Outlook that anyone can use?

I am sort of use to creating macros in Word and having our IT Department
place them on my department's separate systems. Would this work for Outlook
macros? Thank you.

Outlook VBA was designed for personal use only, so there's no easy way to
distribute VBA code to other users. See
http://www.outlookcode.com/article.aspx?id=28 for available approaches and
their drawbacks.

The preferred way to distribute new functionality to other users is with an
add-in.
