I just need to know the best way to transfer by contact data base from Outlook 2003 on my old computer to my new computer which is going to have Office Professional 2007 with Bus contact manager (Outlook 2007)

Simply copy over your entire pst-file to the new computer and reconnect to your pst-file via;
File-> Open-> Outlook Data File...

After reconnecting you can set it as your default delivery location via;
File-> Data File Mangement...

There is really no need to import/export your individual folders this way.
For step-by-step instructions on how to backup your Outlook data see;
