outlook 2007 cannot receive emails - attempts more than 1 retrieval for the account

I have a client whose outlook 2007 cannot retrieve emails. The progress bar shows multiple instances of trying to retrieve for the same email account but only one account exists. If I delete the account and recreate it - it will work. Once you exit Outlook and go back in the problem starts again. I have played with keep password vs not kepp password. The system doesnt even request the password and shows multiple instances of sending and receiving of the email account in the "Outlook Send/Receive Progress" screen. Any ideas would be appreciated...
