Is your email service provider (ESP) and internet service provider (ISP) are the same?

If not, ensure to use the correct account setting in Outlook for the outgoing (SMTP) server.

You may additionally try to create a new Outlook profile using the steps given here. Once the new profile is configured, setup the email account and verify if the issue gets fixed.
