We run an exchange 2003 and office 2003 environment, and this problem recently surfaced. There are certain users, even newly created users, where their free/busy information does not show up. It shows as " no information" with diagnal lines.
I've done tons of research, none of the things like /cleanfreebusy or using MFCmapi have worked. The only thing that works is giving full access to all users to problematic user's calendars, but that is not feasible and is a privacy issue. I tried it with a test user but not willing to do this with regular users. There has to be a way around playing with permissions. This worked fine before, the issue just started suddenly.
