Why can't Outlook 2007 display reminders as a desktop alert?



There are many postings about missing calendar reminders in Outlook 2007. When professionals rely on Outlook for their calendar and they do not get a " harsh" enough reminder, they are late and look like a fool. Since reminders do not seem to post on top of existing working windows, why not make the reminder act like a new incoming mail message and use the desktop alert method to get the user's attention? I'm currently looking for 3rd party software and considering writing my own way to get reminders posted on top.
