(1) PC has two user profiles (2)e-mails come in through Outlook(3)both e-mail accounts come in through one user profile only(4)second user profile does not have internet access. DSL carrier has confirmed that e-mail accounts are functioning and that the problem resides in the profile of the user account that is able to access internet service.

Not quite sure what you are trying to accomplish. Do you want BOTH user profiles to have e-mail send/receive privileges? Do you only care if the one account gets the e-mails but want to sort the second account into its own set of folders? A little more detail on your desired result would help.
