Cannot load or delete saved .msg files; Outlook locks up, can only delete file with Linux

I use Outlook to send the same message to several persons who are competitors. Hence, I write and save a message, then double-click to load into Outlook, enter an mail address, send; reload, enter another address, etc. No more than five or six times, so automating seems to make no sense. At some point, particularly if I exit Outlook and try to load the file again, Outlook hangs. Repeated restarts or reboots will not allow me to load the file. And I cannot delete or rename the file. Unlocker won't work. The only way to get rid of the file is to boot to Ubuntu and delete from Linux.

This is very frustrating and has happened repeatedly. Help.
