Is the Administrator Account in the Exchange Organization Administrators group?

The above error usually is related to AD permissions you can try the following steps below and then attempt the move mailbox:

In AD locate the user and go to the properties. Navigate to the Security tab. Click the Advanced button and select " Include inheritable permissions from this object's parent" . Click Apply and Ok.

Also, you can run the following cmdlet in the Exchange Management Shell.

Get-Mailbox -database " database" | Add-MailboxPermission -User Admin -AccessRights FullAccess -InheritanceType All

That cmdlet is going to grant access to all the mailboxes on that database which has nothing to do with the attributes of the AD object. If anything you could pipe to Add-AdPermission.Active Directory, 4th Edition - www.briandesmond.com/ad4/
