Delay Delivery option is being automatically selected for new mails and some replies, forwards. Unchecking the option with a specific email does nothing and reverts back to original check. Cannot send some emails because of this. THIS is a problem that is being experienced by many others. It also seems as if this problem gets worse every day.

What type of account do you use in Outlook?

Create a new profile for Outlook, setup the email account and verify the status.

Note: if using a POP account, reconnect the old PST using File > Open > Outlook Data File.
