I cannot send or receive email. The connection seems to be permanently unavailable.

What is the exact error that you get and when do you get it?

Which mail account type are you using?

Most likley causes of your issue;

You have Outlook configured with the wrong email account type or settings. You have placed Outlook in Offline Mode (use the Send/Receive tab to place it back online).

Do you get any error numbers?

Try the troubleshooting steps mentioned in the Microsoft article below for send and receive issues faced in outlook:
