Contacts are not displaying in Outlook 2010

I have Outlook 2010 installed, and if I click on Contacts in the Navigational pane I see a folder called Contacts, which is populated with all contacts. If I am typing an email and click To to add a contact, the list appears blank. If I click Tools --> Options; it does not list any of the contacts folders to search for.

The exception also applies to Outlook 2010.
