can't read out of office messages in Outlook

Recently several users have had this problem. When they click on any Out of Office message, from any user in our Exchange network, it says "This item cannot be displayed in the reading pane. Open the item to read its contents." If they try to open it, it says "The text formatting command is not available. It may not be installed correctly. Please install Outlook again." The users can open other emails, just not Out of Office messages. Reinstalling Outlook on the user's computer has worked, except for one user. On her computer, Outlook has been reinstalled twice, and each time it seems to fix the problem, but a few days later the problem happens again. Does anyone have a permanent solution to this problem?
