Permissions - Outlook Public Folders Are Being Deleted

Hello. I have a question about Outlook Public Folder Permissions, and the ability to delete sub-folders. What role will give our users access to read and delete emails within the sub-folder, but wont allow them to delete the sub-folder itself. On two occasions this month, it seems that users have deleted sub-folders. They currently have Custom permissions with Read/Full, Delete/All, Write/Create, and Other/Folder visible. Is this possible? Thank you!

If they don't have folder owner permission they shouldn't be able to delete folders. However, if they created the folder they are owner by default can can delete it.
