Outlook 2010 stuck in Work Offline mode; trouble sending email

I'm running Outlook 2010 on Windows 7 . We had to re-start the power on the home wireless router and since then:
1. Outlook is stuck in work offline mode,

2. I have to manually hit Send/Receive to update incoming emails 3

3. I can't send emails.
I don't know if it's POP3 or IMAP because I don't know where to look. The Windows troubleshooting function is very limited and there seems to be no decision tree to help work through this problem.

Please can you help?

File, Account Settings to check the account types.

Does the work offline button on the Send and Receive tab have a white or orange background?

Did you disable/re-enable the network card or reboot the computer after restarting the router?
