Messages Held in Outbox Outlook 2007 Outlook 2010

This applies to Outlook 2007 and Outlook 2010 when closed and has not been tried with Outlook 2013.
When I click on a mailto: link or a link to send a webpage from my browser with Outlook closed Outlook's new message form appears and when I send the message it appears to be sent but it is held in the Outbox until Outlook is opened at which time any messages in the Outbox are sent. If I send messages that are instigated from my internet browser as previously described with Outlook running messages are sent immediately. I have not tried to send messages under the circumstances with Outlook 2013 so I do not know if Microsoft has identified and resolved the problem with the release of Outlook 2013.
In an effort to resolve the problem I played around with the new scheduling features that are available at the new message form level for that message only and the global scheduling settings that apply to all messages sent by a given account in Outlook to ensure they are set to send messages immediately but I was not able to resolve the problem. I also played around with the work On/Off line feature but that didn't do anything either. Finally I tried on a computer at work but it did the same. Any help in resolving the problem would be appreciated.
