The highlighter colors in Word 2007 and Outlook 2007 are OK if you are only painting a few words. If you paint several sentences, and the result is distracting or hard to read. In Word we can use "shading" which has more color choices. Shading based on paragraphs works well, but shading based on characters loses superscripts and other formatting. One could format half a paragraph using a "style separator" but I can't use style separators in Outlook (with Word as the editor, of course). So the best solution seems to be GregMaxey's add-in highlighter. I installed it in Word 2007, but I don't see the add-in carrying over to the editor in Outlook. Suggestions welcome.
