Outlook 2013 not fixed correctly by Microsoft!!

I purchased a new Toshiba Satellite laptop- Windows 8 and then purchased Outlook Home & Business 2013 upgrading from 2007. I use it for business primarily. After a few days, i noticed random emails wouldn't show in reading pane. I called Microsoft and for 2 months, got different tech people from Philippines or India and hard to understand their English!! They created new user profile and manually copied and pasted all my documents from original profile. Now several months later, i noticed that many documents are missing and basically duplicated on hard drive taking up unnecessary space. I've also been getting error messages when I try to open up random apps like "Store". Error message says: "Store can't be opened with built-in administrator account. Sign in with a different account." My IT computer guy is telling me its because they didn't do it correctly. I've google searched and any answers given for this error message i have tried, to no avail.

Does anybody have a phone number for Microsoft that i can call and try to get this fixed once and for all WITHOUT PAYING!! I originally purchased Outlook 2013 in August 2013.

Did you disable UAC? It needs to be enabled to use the Store with an admin account.

On the files - move, the files in the old user account to your my documents folder then delete the old user account - if you have a usb drive, you can copy everything under C:\Users\old-username to a drive. You may need to give your new user permissions to view the old user's files - right click on the old username and choose properties, then security and give the new account (or everyone) full permission the files and folders.

Did all that. They were supposed to have done that and didn't copy all documents. The new user profile was NOT created correctly so not wanting to delete nythiNG yet!! I can't open Store, One Drive and other Apps- getting error:
“App can’t be activated with built-in administrator”
Also, now my Business Solutions add-on won't sync with Outlook. Tried calling Microsoft Level 2 again and been on hold now for over an hour!!! This is rediculous!! Do you have a phone number of a person that can understand and speak english clearly and get this resolved???

Also, NOT comfortable turning OFF UAC in windows 8 as:

• If you turn off UAC, be careful about which apps you run, because they'll have the same access to the PC as you do. This includes accessing and making changes to the operating system, your personal data, saved files, and anything else stored on the PC. Apps will also be able to communicate and transfer info to and from anything your PC connects with, including the Internet.
