Not receiving video files sent by iPad

I have noticed that Outlook 2010 and 2013 on Windows 7,8.1, 10 are not receiving video attachments sent from an iPad (and I believe, created on that device). The attachment received is typically a small (300 byte) .txt which contains just the words 'Sent from my iPad'.
The sending app on the iPad is Apple Mail (I think), from a Hotmail.com account of long standing (10+ years) - which probably has not been re-synchronized to the Exchange Server thingie due soon.

Is that a common problem? At which end is the remedy to be applied?
 
What is the receiving account type? Is it in the sent folder of the outlook.com web interface? If not, then it wasn't synced /sent from the ipad. If it was sent, the recipients mail system removed it. (I'll see if i can repro. )
