Outlook adds strange characters inserted into the Subject Line

Please note the strange characters in the subject field in the following image:

I have Outlook 2013 running on a desktop and a laptop. This only occurs on my desktop version. I have done several different virus scans. I have turned off the AVAST antivirus protection. I have created a new profile. None of these actions has eliminated this problem. The strange characters are inserted in a seemingly random pattern of about 1 in 25 messages. I had this problem a couple years ago, then it went away, now it's back.

Appreciate any suggestions.

I did some more research on this problem.

I copied the subject line and pasted it into a text editor. This is what I got:

Dear crown192br , ETX ETX ACK STX We ETX ETX ACK STX can ETX ETX ACK STX ...

I understand these are ASCII code characters, but why do they appear this way in my Outlook Subject Line---note they ALSO appear in the FROM data field!

You usually don't see them in the subject line but it's not uncommon in the body cause of character sets - but most modern OS's use Unicode character sets with the extended characters, so you really shouldn't see them at all. What language is your install.
