Outlook mail arrives in batches, sometimes hours late

Title pretty much says it. For instance: When I boot (Outlook 2016) at 7 a.m., there is an avalanche of overnight mail. After that , nothing happens for as long as 90 minutes, then another flood arrives with times from 7:01 to 8:29 (approx.). Is this something I can control, or is it my ISP (Time Warner)? Anything I can do about it?

Log into your account online and see if new mail is there - every 15 maybe. also, check outlook's send and receive setting - ctrl+alt+s or look on send/receive tab > send/receive settings. Default is to check new mail every 30 minutes. It can be lowered to somewhere between 5 - 8 minutes but shouldn't be set under 5 minutes.
