rule to flag messages not working

Hi, I recently started using Outlook 2016. (I had been using 2003 up till now). I want every message that comes in to be flagged for follow up. I created rules that flags messages from each of my accounts to be flagged. Now the weirdest thing is that it works sometimes, and not at other times. Some messages get a flag, and others don't, even when they come in through the same account. I have tried so many things, deleting rules, creating them again, nothing seems to work.
I use Win10.
In Outlook 2003 this worked just fine... :-(

Hello, thanks for responding. Everything is pop3. Mail comes in a few at a time only.

if you use run rules now, does it flag the messages? that can rule out a problem with the rule.

Good question, yes, I tried, if I run them manually they do okay.

I did a pst repair. This seems to have solved the problem.
