rules (flags) not working

I had to reinstall Outlook 2016 and my rules that flag messages stopped working. I had the same problem when I first installed Outlook and asked this question on this forum. I discovered a solution myself at that time: do a scan and fix of the pst file. But this time this does not work. Well... it works for a few minutes! When I send a test message straight after doing a scan and fix, it works. When I send a test message 2 minutes later, it does not work anymore.
I have a pop3 account. The rule works fine when I run it automatically. Anyone any idea?

There are issues with rules. There was a big problem last winter - it was fixed in the spring, but rules seem to be acting up again. Try removing stop processing from the rules - some say it helps if you delete and recreate the rule without that condition, but it didn't help me. (Note - if 1 message meets the condition of 2 rules both will apply to it if that is turned off.)

Hi, thank you for your reply. Yes, I have the latest update.
I tried so many things now! I created a completely new pst file and started making just two rules to see how it worked, and it gave exactly the same problem. Flagging worked the first minute, then stopped working. I did a scan (which said 'only minor inconsistencies found ' - how can it even find inconsistencies if it is a brand new pst?), fixed it, send a test email which flagged ok... Immediately send another test message, which did not flag. It is driving me crazy and caused me to waste hours and hours of time.
'stop processing further rules' is unchecked.

here's another update. Messages that come in through another of my accounts,, do get flagged (at least as of today). does this give you any further ideas for a solution?

By the way, I tried deleting the account through which messages won't flag and set it up again; no change.

More info, and maybe a solution.
I feel quite the Sherlock.
I discovered these other accounts, where flagging worked, did not deliver to the Inbox but to a separate folder. I then changed delivery from my main account to a folder as well, and then flagging worked.
This roundabout can work for me for now - I think. Will try. But would there be a way to let MS know that this might be a bug? (that flagging won't work on mail deliverd to the inbox?)

If you have a support button on the file tab (it’s in some builds, not in others), you can file a bug report, otherwise, you’d need to open a support case.
