Issue has been resolved. users mailbox was pointing to the wrong public folder mailbox.

Provided Author permission still no go, also no go in OWA. Thanks.

The user is part of the everybody group. What would be the best way to verify. Thanks.

There are several folders listed under Public Folders

We are currently using Outlook 2013. The error only appears when attempting to select the public folders.
