He does not seem them under the All Attendees list. Other users who respond to the meeting request see him, but he can't see who will attend the meeting.

Hello, I have one user on Outlook 2007 that does not see All Attendees for a meeting. The user can see the creator and himself but nobody else who is attending the meeting. We are running Exchange 2010. I can't figure out if it is an Exchange issue or a setting in Outlook 2007. Thanks...
