Came back to look for answers as this problem persists. Found a post elsewhere telling me to remove the VBAProject.otm file (after backing up my code) and restart Outlook. I did, recreated my module, and all is now well, for anyone wondering.
I never go offline, so that should not be a problem. I never access via POP, so that should not be a problem. I don't believe I was having a problem with my internet connection when the password prompts reoccurred, so I really don't know why my Outlook is so troublesome.

Outlook was not offline. I am not using 2FA. I'm curious why not using that would make it prompt me for a password if my password is unchanged?

No, if you don't do automatic sends/receives (as I don't), then a completed but not yet sent email goes to your Outbox.
So, if I've completed an email, but have not yet sent/received, and I need to edit or add to that email - I would look to my Outbox.
