Do you have SP2 installed? It will allow more recipients in a DL but you may still run into problems if your SMTP limits the number of addresses per message. A mail merge would be better.
Can you find the messages if you search for them?

How are the calendars added to outlook? What permissions do they have on the calendars?
They should not be seeing the reminders - however, outlook 2007 does show reminders from non-default folders, so how the calendar is added can make a difference.
BTW, because outlook recreates the key when it loads, i don't know if exporting and reloading the keys from registry will help. Outlook might delete them and go on.
