Oh, and I've contacted Microsoft tech support, which verified I had the POP3 settings correct (checking for user error) and then said that's all they could do and any further help would have to come from their paid technical support. They were kind enough to send me an email with trouble...
I just upgraded to a new computer and installed MS Office Professional 2010 on it. I've got Outlook's POP3 settings configured exactly the way they are on the old machine, which is running Windows 7. Outlook can receive but not send.
