how to "copy" desktop Outlook's contacts to ipad and iphone11. contacts in ipad and iphone are not accurate. Cannot find the menu in icloud to sync contacts
 
You need to use the icloud addin - or a 3rd party utility (such as gsyncit) - in classic outlook to sync the contacts and calendar.

If the icloud addin is installed but new items or changes are not syncing, sign out of iCloud app and sign back in.
