Locking Command Bar positions between sessions

Fixing Command Bar positions between sessions in OL 2007. And NOT relying on CMD bar developers to do this. MS MVP's if you are about to reply, the Project Server command bar does not remain in its position either so it's you guys as well that don't program your command bars properly.




Take hold of this responsibility OL team and fix it.
