Rules not applied to Junk E-mail

I have rules and alerts however messages are put in the Junk E-Mail
folder before the rules are applied. How do I change this.

Office 365 Exchange
That is the proper behavior. You need to Add names to the safe list to
prevent the junk filter from filtering them.
