outlook 2007 delaying sending emails intermittently

Outlook 2007 and windows 7. Sometimes when i reply, forward, or compose an email, outlook automatically inserts a delay in sending it.... i then have to reset the delay to a few miinutes in the future to get it to send out the email. If I uncheck the delay box, that doesn't fix it.... email is still delayed

You can check if you have a rule created to delay all messages under tools->rules and alerts.

What is the type of account configured in outlook (Exchange, POP3.IMAP and Outlook Connector)?

the only rule set up is "clear categories on mail"

the email account is a POP/SMTP

so far your fix (hold ctrl button down when booting up the app) is working, but like i say above, this problem has been an irregular and intermittent one..... i can't determine any reason why it chooses to surface when it does. we'll see

As it is working in safe mode, the issue might be a addin . Try to disable addins and check if that helps:-

1. Open outlook.

2. Click on tools->trust center->addins->com addins->go.

3. Disable all the addins listed.
