I get the message "MailTips could not be retrieved", I get no MailTips in OWA either. FOr testing, I seup a test user's OOO and tried sending an email to it, I got no Mailtip from OWA.
Using the get-organizationconfig command to see the settings for MailTips, I get:
MailTipsExternalRecipientsTipsEnabled : False
MailTipsLargeAudienceThreshold : 50
MailTipsMailboxSourcedTipsEnabled : True
MailTipsGroupMetricsEnabled : True
MailTipsAllTipsEnabled : True

The mailtips log, when enabling Outlook logging has this:

BUT both the sender (me) and the recipient (a test account) are on my Exchange 2010 server! This isn't like the export-mailbox bug where having CAS, HUB and Mailbox roles on the same server makes it fail, is it?
Something just doesn't make sense.
