making changes to attachments and sending them

What is the procedure for making changes to an attachment that was sent to me and then replying with those changes intact? Because if you just reply as normal, the changes are not saved, correct?

Outlook version
Outlook 2016 32 bit
Email Account
Office 365 Exchange

Method 1:

1. open the message.

2. open the attachment.
3. edit the attachment and close and save.

4. close the message and save if prompted.

5. forward the message. (attachments are not kept on replies)

Method 2:

1. Open attachment
2. Edit attachment.

3. Save to MyDocuments
4. Reply to message
5. Insert attachment saved in my documents.
