Outlook 2007 not indexing with Vista

I have a user who's search functionality has stopped working effectively. When she does a search in her inbox, she gets the response, "Search results may be incomplete, Outlook is still indexing. . ." I know you've seen this before. This issue is all over the internet, but I haven't found a solution yet. We've tried rebuilding the index, but the items remaining to be indexed go from 16,000 to 7000, to 14000 to 8000 to 11000. What is going on?

As a temporary fix, I've installed Google desktop search, which has been able to completely index her PC and in box overnight, but she doesn't like the format of the results, and really wants her old functionality back. Do you have a fix for this yet? I've read through the "similar questions" but they either do not answer the question, or they refer to different versions of Outlook, Windows or both. This is Outlook 2007 and Windows Vista.

That's the problem Diane. I have tried those solutions and none of them resolve this issue. Perhaps you or Microsoft could itemize all of the possible solutions one by one, step by step, as this is a prevalent issue.

try rebuilding the index manually by following the steps below

1) Close all applications (esp Outlook). Stop Indexing service “cmd: net stop wsearch” and check in TaskManager"s process list that SearchIndexer.exe was really stopped.
2) Delete %SystemDrive%\ProgramData\Microsoft\Search\Data\Applications\Windows folder with all its files and subfolders.
3) Delete following registry keys: (You"ll have to change reg key ownership to administrators and change permissions to grant full control for administrators.)
a. “HKLM\Software\Microsoft\Windows Search\Applications\windows”
b. “HKLM\Software\Microsoft\Windows Search\CatalogNames\windows”
c. “HKLM\Software\Microsoft\Windows Search\Databases\windows”
d. “HKLM\Software\Microsoft\Windows Search\Gather\windows”
e. “HKLM\Software\Microsoft\Windows Search\Gathering Manager\Applications\windows”
f. “HKLM\Software\Microsoft\Windows Search\UsnNotifier\windows”
4) In registry, under the key “HKLM\Software\Microsoft\Windows Search” switch “SetupCompletedSuccessfully” subkey to “0” – you"ll have to change reg key ownership and change permissions first.
5) Start indexing service back “cmd: net start wsearch”
6) Wait until “SetupCompletedSuccessfully” subkey switches back to 1.

Alright Joe. I very carefully completed the steps as you directed. I will watch the value for the "completed successfully" key. I expect this will take overnight to complete. Additionally, I'm restarting Outlook, as this was a main concern.

I'll let you know the outcome. Thank you for your assistance.

So, 3 days later, she still gets the message, over 7000 items still need to be indexed. And she can still pull up documents that the search feature won't find. I checked the registry, and the "setupcompletedsuccessfully" had switched back to 1. I had her reset to 0 again.

What do I do next? This is the most frustrating thing I've ever had to deal with on a Microsoft product.

Anybody? Bueller?

Diane, do you have any additional direction on this? I rebuilt the index manually as advised, but the search results are still incomplete, and state that. Is this feature really this broken? What do we need to do here? Will Microsoft create a real ticket on this? I've been working on this for over a week now. Where do I go for assistance?

I started with that over a week ago. When that didn't work, that's when I started posting questions to see if anyone had an answer. What really blows me away is this is pervasive. Type in the error message, "Search results incomplete, still indexing. . ." XP, Vista, Win7, Outlook 2007, 2010, yet MS has NO answer for this. I'll try anything. Since yesterday the number of files yet to index has doubled.
