Occasionally Outlook 2007 and 2010 when a user clicks on their inbox or any other folder the messages in the folder will not appear. Only after several send and recieves, clicking off the folder etc will the messages appear. No events are logged, all the time the status bar says "connected to exchange" and the number of messages can be anywhere from 2 - 78. This seems to happen randomly, even with outlook logging turned on nothing shows up.
The happens on multiple machines and coincides with the following events:

After the Office Protection service stops the folder comes back.
