Exchange Organizational Health telling me I need Enterprise CAL's

Dunno if this is a bug or if there's something I'm missing.

When I collect the Organizational Health of my Exchange 2010 Environment, it tells me that every one of my users require an enterprise CAL also.

I've disabled the following mailbox features to try removing this requirement in each account:

Exchange ActiveSync, Unified Messaging, POP3 and Archive. ( know that only Unified Messaging and Archive are the two that need Enterprise CAL's)

Messaging Records Management is not configured on any of the accounts and neither is Archive Quota.

Have I missed a feature that would enable the need for an Enterprise CAL?

Be advised there was a bug in Exchange 2010 RTM for the ECAL calculation; it counted Default Exchange ActiveSync Mailbox Policy (EAP) users as ECAL users (were Standard is appropriate). Don't know from head if that's still the case.Michel de Rooij,
