Outlook 2010 Journal does not record activities on Office 2007 files

In Outlook 2010, the Journal function is supposed to be used to track time spent working on Office documents. I am an Office 2007 power user, and I do not want to upgrade to Office 2010 until I have tested all of the VBA programs that currently work in Office 2007. However, I have upgraded Outlook to 2010 for mail, calendar, etc.

The PROBLEM is that the journal function is no longer recording time / activities spent working on Office 2007 documents. I have enabled this feature in Outlook 2010, but it doesn't work. I have run scan pst, and that didn't help either. I have compaletely archived all of my journal items, so that the journal is now empty, and still the journal does not record activities related to Office Documents.

Is there a fix for this problem, or is this functioning as designed (FAD)?
