Reply to All custom action doesn't work with attachments in Outlook 2007

i have a custom form which has a panel containing 2 comboxes and a textbox ..when i try to insert some comments in textbox and choose a custom action like Approve/Reject, a dailog box is prompted

"the original item must be saved before the operation can be completed message"

1) can't i prevent this dailog from appearing ?

2) When the user chooses approve, the mail is returned with original message attached in the form of "reply to all" mode.The original message is attached only when the user chooses "Edit before send" option...If the user chooses "SEnd" , the original attachment is missing

Any help pls?
