Fix for Outlook Outbox Error Message

Receiving error 0x800CCC0F when sending e-mails. Never leaves outbox. One fix is to disable the email scanning or increase the timeout setting and to make sure firewall is allowing the scanner software to connect to Internet. Can someone tell me how to do the above, and will it cause problems with spam, viruses, etc.? Thanks.
 
You can test it by starting outlook in safe mode - Hold Ctrl as you click on the Outlook icon to start in Safe mode.




Disabling email scanning is safe - outlook writes attachments to the drive before opening so the virus scanner will pick it up if you try to open them.




To change the time out, go to Account settings, double click on the account and then click More Settings - look on the advanced tab for the time setting.
