Can't install contacts

My OS is Win 7 Home Premium which I just reinstalled. I have an older version of MS Office (2000) installed, and I would like to get my contacts back. I have a backup pst file but I can't import it, as I keep getting the error message about not being able to find the address book file.

I don't use Outlook for anything but contacts. I keep the older version of Office because the Word & Publisher programs work fine for me.

Any suggestions?
