Problem when setting up 2010 from 2007, duplicating emails.

I have tried the guide "Moving Outlook to a New Computer" several times to move an Outlook file from Outlook 2007 to Outlook 2010. While everything works as far as getting emails, etc. When I open outlook it attempts to redownload 2.76 gigs of emails from the server, basically duplicating everything in the existing PST I pointed it to. What is causing this and how can I avoid it?
 
that's how it is when you leave mail on the server - outlook's message count is tied to the account that downloaded the message and when you move to a new computer, its a new account (unfortunately). The only way to avoid it (without deleting from the server) is to login to web mail and move the messages to a new folder. Outlook will only download the Inbox using POP3.
