Outlook invitation request mail sending twice problem

User 1 can see the mailbox of User2.

User 1 has rights to send mail on behalf of user 2

When user 1 sends outlook invitaion requests the receiver take 2 mails instead of 1 mail ? and this happens not just only to send inviation to user 2. It happens to everyone.

What might cause this problem ?
