No, not really - there are a few things you can do but its very limited.
You can set the default recurrance pattern (for all calendars) in Outlook, not just the shared calendar - many users won't bother changing it - but you can't disable recurring events completely. http://www.slipstick.com/calendar/no-end-date.asp
No end date can be disabled for OWA users.
You can refuse recurrances for resource calendars Set-MailboxCalendarSettings cmdlet - AllowRecurringMeetings parameter.
