Add Watermarks to Outlook email outgoing messages

I have been unable to add watermarks to my Outlook 2007 outgoing emails.
Can someone help? There must be a way. Word has an excellent mechanism for.

I tried opening Word, selecting a picture and using the watermark function, then I copied the final picture out of Word and saved it as a .jpg but was unable to insert it as a watermark (background pic) in my Outlook email...
