How to add image header to email

Hey there. I have some folks who need an email template but don't know any Html. They have a ton of content that they format in Outlook and send out. If I could just somehow figure out a way to:

When someone opens an email, they can choose a template that has the image header at the top with a cursor below ready to go ... similar to the way Word works with headers. Is this possible?
