We currently are running service pack 1 on exchange 2003 standard with the
daylight savings fix.
We want to update to service pack 2 but do we have to install the daylight
savings fix for service pack 2.

No, not that I know of.

E2003 SP2 has been out for a long time. If you're only just now installing
it I'd be concerned you're very out of date on other patches. Download & run
the ExBPA and MBSA to check/resolve.

If you install SP2, the run Microsoft Update it should present you with any
fixes you need.

If you have WSUS in your environment with that product group, it will
also tell you what updates you need.
